As most of you may be aware, following the New York Declaration and its subsequent CRRF component, countries selected to take part in the pilot project, were required to establish a Comprehensive Refugee Response Framework National Secretariat that eventually will be charged with responsibility and functions that will be outlined shortly. As we meet here today for the launching, the National Secretariat of CRRF is already in place.
The roll-out of the CRRF will be led by the Government, facilitated by UNHCR and a wide range of humanitarian and development actors in line with the whole of society approach outlined in the New York Declaration. The Comprehensive Refugee Response Framework will build on existing/planned mechanisms and initiatives, while identifying and addressing gaps currently uncovered. The work carried out by the Solutions Alliance National Group since 2016, particularly in supporting the Government in the local integration of New Tanzanians, will feed into the CRRF as an integral part, as will the United Nations Joint Programme for Kigoma Regional which fosters an inclusive approach to host and refugee community support.

Purpose of the Secretariat
The purpose of the Secretariat for the Comprehensive Refugee Response Framework (CRRF) in Tanzania under the leadership of the Government of the United Republic of Tanzania, will be to coordinate and provide technical oversight to the planning, implementation and stocktaking of a comprehensive refugee response.
Areas of responsibility
The Comprehensive Refugee Response Framework Secretariat will have a policy, oversight, coordination, lessons learned, and resource mobilization mandate to ensure that, a comprehensive refugee response is delivered. The Secretariat will also act as a knowledge hub on matters relating to the application of the CRRF in Tanzania. Detailed functions include:
- Develop a work plan and stakeholder engagement strategy for 2017, to be updated on an annual basis
- Define and annually review the short (2017) and longer-term objectives for the CRRF in Tanzania based on the indicators for progress identified for the CRRF globally
- Identify areas of priority response in accordance with the six thematic areas for the CRRF in Tanzania, including rapid operational entry points for increased support to refugees and host communities in 2017 (humanitarian, development programming)
- Conduct a baseline mapping of existing humanitarian and development responses, including the identification of gaps in support for refugee and host communities against national/regional/district priorities. The mapping will cover Kigoma, Katavi and Tabora regions and build on existing mapping and situational analyses where possible
- Strengthen communication and engagement through tailored messaging to different audiences (national, international)
- Pursue joint resource mobilization opportunities at an early stage by development detailed asks for financial, in-kind support and expertise to Government donors, private sector, international financial institutions and other relevant actors
- Track progress and funding of projects falling into the areas of priority in line with existing reporting requirements and compile quarterly overviews on key developments in implantation
- Provide technical advice and oversight for new and ongoing projects to identify and cater for needs of refugees and host populations alike, including project design, implementation and monitoring. Provide guidance in developing sub area-based approach for refugee hosting districts in close collaboration with regional and district authorities.

Constituency and membership
The National Secretariat will be co-chaired by the Deputy Permanent Secretary, Ministry of Home Affairs (MHA) and the Deputy Secretary Prime Minister’s Office, Regional Administration and Local Government (PO-RALG). Other members of the National Secretariat will include the following:-
- Government Ministries; Ministry of Finance, Ministry of Education, Science, Technology and Vocational Training, Ministry of Land, and Human Settlements Developments, Ministry of Health, Community Development, Gender, Elders and Children, Ministry of Foreign Affairs and East Africa Cooperation, Vice President’s Office Union and Environment, Planning Commission and Attorney General Chamber.
- Regional members; Four Members drawn from the Regional Secretariats of Kigoma, Kagera, Katavi and Tabora.
- United Nations; United Nations Resident Coordinator, Chair of UNDAP II Thematic Results Group on Resilience (currently WFP), UNHCR, (Alternate; European Union)

It is envisaged that, a core/ working group of the Secretariat will need to be created to ensure that the tasks of the National Secretariat are carried out. Ministry of Home Affairs, PO – RALG and UNHCR will form the small core group.
The National Secretariat will be located in the Department of Refugee Services, Ministry of Home Affairs, Dar es Salaam. Quarterly high-level meetings (Chaired e.g by Permanent Secretary / Deputy Permanent Secretary) will be organized in Dodoma. In addition, the core/ working group will organize monthly technical meetings in Dar es Salaam.
All members of the National Secretariat will be informed in the due course of next week, and the date for the first meeting of the National Secretariat will also be communicated.
In accordance with the mult-partner approach outlined in the New York Declaration, the Secretariat will ensure close interaction with a broad range of stakeholders involved (national, regional and district-level Government including line ministries, civil society, international organizations, development partners, international financial institutions, private sector, academia, and refugee and host communities themselves). The Secretariat will conduct broader consultations on a regular basis for example in conjunction with regular Secretariat meetings, as per identified needs and issue regular written updates.
The Secretariat will closely liaise with existing groups and coordination structures, both national and international, to ensure information sharing and avoid duplication in current or planned activities.
Field Support structure
Close coordination structures among partners present in the field shall be established in all major locations of implementation. Monthly meetings at district-level (Kakonko, Kibondo, Kasulu in Kigoma Region) will be chaired by the District Commissioner or his deputy, facilitated by UNHCR or a partner, as per arrangements agreed in each district. Quarterly meetings at regional level will be chaired by the Regional Commissioner or Regional Administrative Secretary in the Regional.
Lastly but no means the least, the secretariat will want to show tangible deliverable of the CRRF by the end of the year in the form of low scale, soft pilot operational entry points in key sectors, previously identified and agreed on; education, health, WASH and livelihoods. Additionally, ensuring the completion of the verification and application for naturalization of the residual 1972 Burundian refugees in the old settlements and pushing forward on the review of legal framework (Policy and Act), and issuance of the refugee ID cards (DFID funded) by MHA would definitely provide concrete deliverable under the CRRF.
